    The War Within Islam

    The sheer brutality of the violence unleashed against children is one of the hallmarks of today’s wars. About 350 million children are living in war zones from South Sudan and the Democratic Republic of the Congo to Syria and Myanmar. Many of these children are on the receiving end of war crimes and other human rights violations. Yet the world is turning its back.

    Words cannot do justice to the moral depravity on display. Children are deliberately targeted for killing, abduction, rape and recruitment into armed groups. Others are treated as “collateral damage” in attacks on civilian infrastructure. Schools – and schoolchildren – are regarded as legitimate military targets. They are bombed in their classrooms or, especially if they are girls, assaulted for the crime of attending school. Obstructing humanitarian aid is now a standard military tactic, depriving children of access to food and medical aid.

    Eglantyne Jebb, who founded Save the Children almost 100 years ago in the aftermath of world war one, once commented that “all wars are wars against children”. You can’t help wondering how she would view the wars of the 21st century.

    Islamic Society

    Most ulema in Pakistan and even in India extend the applicability of blasphemy laws to non-Muslims living in Muslim countries. Not to speak of the self-avowed clerics like Maulvi Khadim Razvi of the ‘Tehreek-e-Labbaik Pakistan’ (TLP) or the recently killed Maulvi Samiul Haque of 'Tehreek-e-Taliban Pakistan' (TTP), even the well-known Barelvi and Deobandi theologians,  Muftis (Islamic jurists) and more scandalously, even the so-called Sufi-Sunni clerics are unanimously agreed upon this. They aver that it is incumbent upon the Islamic government to execute all blasphemers, be they Muslim or non-Muslim. This actually emanates from their reference to this Hadith report as recorded in Sahih al-Bukhari: "Slay whoever has desecrated the Prophet" (من سب نبيا فاقتلوه). (Al-Bukhari. 1997, vol. 9, 46)

    Interestingly, Imam An-Nasai, another authoritative Hadith compiler like Imam Bukhari, has reportedly accused one of the narrators of this Hadith of lying....

    رسول اللہ صلی اللہ علیہ وسلم کے ارشاد میں اس بات کا بھی اشارہ ہے کہ اگر انسان کو اس کی غلطی پر متنبہ کیا جائے اور درست تنقید کی جائے تو اسے بُرا نہیں ماننا چاہئے، بلکہ اسے قبول کرنا اور اپنے فیصلہ پر نظر ثانی کرنا چائیے ،اسی لئے شریعت میں امر بالمعروف او رنہی عن المنکر یعنی: نیکی کی دعوت اور برائی سے روکنے کے عمل کو بڑی اہمیت دی گئی ہے۔منکر سے مراد ہر ایسی چیز ہے جو روکے جانے کے لائق ہو، جس پر نکیر کرنے کا حکم ہو او رجوکسی بھی درجہ میں نا پسندیدہ ہو، البتہ جو عمل بس درجہ نا پسندیدہ ہوگا، اس سے منع کرنے کا اسلوب بھی اسی درجہ کا ہوگا۔

    The option of Diyat is an exception to the rule of Quisas (ie life for life) and a reduction in the punishment. The Quranic (2:178) basis for this reduction is ‘mercy and relief’ from Allah. Human equality and the protection of life are overriding aims of Quisas; forgiveness is an exception, and aims at achieving merciful objectives. Therefore, Diyat should be paid in deserving cases in order to achieve merciful objectives.     The most disturbing aspect for us Muslims is that despite brazenly violating the core Islamic principles, Hefazat enjoys the support of large number of Bengalis professing faith in Islam, a religion of peace and women rights. That is perhaps why it exerts control over the vast majority of Islamic schools and seminaries in Bangladesh. The time is not far when we will see more extremist imams and mullahs in Bangladesh graduating from their seminaries and adopting the path of extremism and radicalism paved by the Hefazat’s chief and the ilk. The gravest threat that those future imams would pose to the country’s traditions of religious pluralism and social integrity will be seen when they would misuse the unrelated Qur'anic verses and Prophetic sayings to achieve their fanatic goals.

    The theme needs no introduction or any beating about the bush as the issue dominates current hermeneutic narratives and polemical debates and must be understood in the historical context of the Qur’an and in light of its holistic message.  

    Those who insist on literalist interpretation must admit that any literalist interpretation of the Qur’an will call for, among other things, employing birds of prey to hunt for food (5:4), journeying to Mecca on lean mounts (22:27), resisting an invasion by standing firm like a solid block in the battlefield (61:4) and having a cavalry division in the armed forces (8:60)……

    The US is withdrawing from Afghanistan as well as from Iraq and Syria. Inspired by the Taliban declaration of victory, a radicalised terrorist in the Indian state of Jammu and Kashmir, backed by a Pakistan-based Islamist terrorist organisation, attacked an Indian military convoy, killing 40 soldiers. Similar suicide attack killed 27 elite revolutionary guards in Sistan, Iran. Emboldened Jihadists will surely carry out more such attacks in future. The gloating in Islamist circles for having “defeated” both the superpowers, the Soviet Union and the United States, has reached its peak.

    Mr. President,

    Still fresh in our minds is what happened when the international community abandoned Afghanistan in 1989. Taliban ruled and Al-Qaeda got a safe haven. A series of atrocities including 9/11 and horrors of Islamic State followed.

     In this backdrop, the complacency of the world community in allowing Taliban to govern Afghanistan is inexplicable. Jihadist strength does not come from their soldiers and territories. It comes from an ideology and ideologies cannot be defeated militarily.

    Mr. President,

    The Jihadist ideology is based on very solid foundations in Islamic history, scriptures and theology. Moderate Muslims have not yet succeeded in evolving a satisfactory alternative theology of peace and pluralism to challenge the current theology of violence and exclusion. Even when such a theology evolves, it will take time and effort for it to be established. Mainstream Muslims should be allowed the time and space to work out and propagate a counternarrative. I would, therefore, urge the international community not to repeat the mistakes of 1989 and invite further disasters....
