    Recently, the editorial pages of the Indian Express witnessed a debate on the Muslim situation by two very well-known and respected minds of India. Harsh Mander (Sonia, Sadly) lamented that even the Congress had abandoned the Muslims politically, although much of his analysis veered around how the RSS’ and BJP’s majoritarian agenda have almost reduced the Muslims to the status of second class citizens. Guha’s rejoinder (‘Liberals, Sadly’) reminded Mander that in large measures the Muslim present is the result of lack of an enlightened and liberal leadership within the Muslim community. Both arguments are valid and important but the reality of the Muslim condition today is perhaps more complicated: one in which not just the right-wing Hindu nationalism but also the liberals and the left must be brought within the ambit of discussion....

    The Momineen and the Kafirin

    The Momineen (faithful) and the Kafirin (faithless) are therefore terms that cannot be associated based on the religion professed, but based on behaviour alone. Else, Islam is not a universal and inclusive religion. Indeed, we do find the Quran judging people by what they do. The Mushrikin in an unjust battle against the Prophet, are referred to as the Kafaru, but the same Mushrikin, after they have been vanquished and are no longer at war, are referred to simply as Mushrikin in verse 9:5 and not as Kafirin. It is therefore the act that you are engaged in, which defines you in that context.

    At one extreme are the Momineen, the people of unshakeable faith, who can never do wrong because they are always mindful of God, and at the other extreme are the Kafirin or “those who will never believe”, the likes of the Pharaoh, Qarun, Haman, Abu Jahl, Abu Lahab etc., who are evil incarnate, always opposed to what is just, right and good. In between fall the rest, who can be judged based on the act they are engaged in, and not based on the faith they profess, or their religious identity. We find the Quran doing exactly this…..

    The Holy Quran had asked Muslims to fight for the existence of all those worship houses, synagogues, churches, monasteries, temples where God is praised in abundance.

    “…If God had not checked one set of people by means of another, there would surely have been pulled down monasteries, churches, synagogues, and mosques, in which the name of Allah is commemorated in abundant measure. Allah will certainly aid those who aid his (cause); —for verily Allah is full of Strength, Exalted in Might, (able to enforce His Will). (Qur'an, 22:40)

    You can see that here God makes the cause of protecting worship houses of all religious communities, “monasteries, churches, synagogues, and mosques,” as His own cause. But have you heard any Muslim demanding Saudi Arabia or Pakistan or Bangladesh or any other Muslim country where religious minorities face persecution, to desist and follow the dictates of the Quran for religious freedom and diversity? I would have thought that if Muslims followed Quran, not to speak of the charter of The United Nations’ Universal Declaration of Human Rights, we would be fighting Jihad against Saudi government to allow other religious communities to establish their own worship houses, against Pakistan and Bangladesh to stop persecuting Hindus, Christians and Ahmadis, etc.

    Madrasas today are synonymous with conservatism and its outmoded ideology. What happens in these institutions in the name of learning is nothing but rote memorization of certain texts which have lost all relevance in the present time. In order that they remain relevant, radical changes are certainly required in the pedagogical structure of these institutions. They have to introduce modern texts and even interpret the old ones in new light. Those who speak of reforming the system are very conveniently dubbed as opposed to Muslims and Islam. There are people within the Muslim community who have vested interests in linking madrasas with Muslim identity. Thus, any criticism of madrasa is automatically read as an attack on Muslim identity and cries of Islam in danger start doing the rounds in Muslim circles. This has to stop….

    The major battles fought by the Prophet against the people of Mecca were against their persecution of the Prophet and followers of the new faith of Islam. After his people suffered torture, persecution and even killing for 13 years, the Prophet (pbuh) was forced to migrate to Medina. Even then, the Meccans pursued them as is evident by the three major battles fought near Medina with the last battle being the siege of Medina itself. The Muslims eventually prevailed over their enemy. Surah Taubah describes the judgment on the vanquished enemy....

    ... Now Islam is a religion being practiced only by some Indian Mullahs, so it would seem. This even amounts to declaring Shias as well as Sunni Wahhabi sects like Ahl-e-Hadith apostate because they consider triple talaq in one session as equal to only one reversible talaq.

    Even stranger is the fact that AIMPLB consists of Ulema from Shia, Ahl-e-Hadith and other Salafi-Wahhabi sects as well.  Why are they not protesting at being virtually called apostate groups which have “re-written Quran and forced Muslims to commit sin, altering the very essence of the religion of Islam” by a group of which they are members?

    The most astounding fact in the AIMPLB affidavit is the justification it seeks for instant triple talaq from the Holy Quran. This has never been done before. Everyone knows there is no justification for instant triple talaq in the holy Quran. All protagonists of the triple talaq in one sitting have so far only quoted Ahadith (so-called sayings of the Prophet, many of them clearly weak and inauthentic, collected hundreds of years after the demise of the Prophet) and juristic rulings of companions of the prophet, or later jurists and theologians.....

    Fifteen years after 9/11, the scourge of violent Islamist extremism has become even more complex and deadly. The alacrity with which 30,000 Muslims from around the world joined the so-called Islamic State’s war against humanity has puzzled many. How could a peaceful, pluralistic religion be subverted so easily to create inhuman monsters? Among many factors, social, economic, political, psychological, the one common factor is a brainwashing of vulnerable people on the basis of a supremacist, xenophobic, intolerant, exclusivist, totalitarian, Jihadi theology. 

    This is a blatant misuse of Islam, a spiritual path to salvation that teaches peace, pluralism, co-existence and good neighbourliness. But there has to be a reason why Jihadi ideology has gained acceptance; why fatwas issued by reputed moderate scholars are proving so ineffective? How are Jihadis able to create a 100 percent certainty in the minds of some Muslims that violence against innocent people, whom they consider infidel, will please God and lead them to Heaven?

    Clearly we Muslims need to rethink some basic features of our theology. Success of Jihadism lies in the fact that, at its core, the Jihadi theology is not very different from the consensus theology of all other schools of Islamic thought. Jihadists misuse the war-time verses of the holy Quran, as Muslims believe that all verses, regardless of the context, are of universal applicability. But most damaging for Islam and useful for Jihadism is the Doctrine of Abrogation whereby all peaceful Meccan verses are considered abrogated by the confrontational, war-time Medinan verses. Similarly the divinity attached to Hadith and Sharia and their universal applicability will have to be reconsidered by mainstream Islam, and not just to defeat Jihadism, but also to deal with many other issues including Human Rights of women, children and homosexuals....

    Blasphemy laws continue to be on the statute books, for instance, in Pakistan. Salman Taseer, the liberal Governor of Punjab was murdered merely because he showed compassion for a Christian lady wrongly accused of blasphemy and asked for the repeal of the blasphemy law. On the basis of this law, religious minorities can be arbitrarily accused of blasphemy and killed, either by a lynch mob or by the judiciary. No evidence is required, as that would allegedly amount to accusers being asked to blaspheme the Prophet again. Similarly, attacks on minority Hindu, Christian, Shias and Ahmadis continue under different legislations. Pakistani laws prohibit the Ahmadis from identifying themselves as Muslims.

    It’s time the Council found some way to see that the countries that agree to its covenants also practice it.

    Such anti-minority legislations not only violate the UN Resolution, but also Islam’s primary scripture. The Holy Quran does not prescribe any punishment for blasphemy. Nor does it permit any one to declare others kafir. It clearly says: La Ikraha fid Deen, (There can be no compulsion in religion). (Chapter 2: verse 256).

    If not the UN Charter, Muslim countries should at least follow their own primary scripture, the Holy Quran.....

    Among many factors, social, economic, political, psychological, the one common feature is a brainwashing of vulnerable people on the basis of a supremacist, xenophobic, intolerant, exclusivist and totalitarian Jihadi theology. This is a blatant misuse of Islam, a spiritual path to salvation, that 1.6 billion Muslims believe, teaches peace, pluralism, co-existence and good neighbourliness.

     But there has to be a reason why jihadi ideology has gained acceptance so quickly; why fatwas issued by reputed moderate scholars prove so ineffective? How are Jihadis able to create a 100 percent certainty in the minds of some Muslims that violence against innocent people, including Muslims, whom they consider infidel, will please God and lead them to heaven?

     Clearly we Muslims need to rethink some basic features of our theology. Success of jihadism lies in the fact that, at its core, the jihadi theology is not very different from the consensus theology of all other schools of Islamic thought. For instance, jihadists are able to misuse the intolerant, xenophobic, war-time verses of the holy Quran, as Muslims believe that all verses, regardless of the context, are of universal applicability. Indeed, the Islamic theology of consensus, taught in all madrasas, says that Quran is uncreated, meaning that it is just an aspect of God; and so, divine like God Himself.....

    Respected Sufi divines, I would, therefore, earnestly appeal to you to use the opportunity provided by the Delhi conclave to go beyond the usual shibboleths. Sufi approach of focussing on the positive features of Islam worked well at one time. There was no internet then. In the internet age everyone is a scholar. In this age of instant scholarship, nothing can be hidden or bypassed.

    It must be understood, that the radical Islamist theology and the current Islamic theology of consensus are by and large one and the same. Any differences are cosmetic. ISIS may vanish tomorrow. But the problem of radicalisation will remain. Islam supremacism, xenophobia, intolerance and exclusivism are inherent in the current Islamic, and not just Islamist theology.

    Focusing on positive features of Islam is an essential part of De-radicalisation or, more realistically, Preventing Radicalisation. But it is not bearing fruit in full measure as the core theology agreed to by nearly all Muslims militates against these positives. As briefly outlined above, this core and consensual theology nullifies the impact of all arguments made against violent extremism. It is this core theology that needs to be refuted and changed.  Let us all try and bring the core Islamic theology in line with the actual teachings of Quran and Sunnah. Let us move away from the current theology of violence and xenophobia. Let us move towards a coherent, comprehensive theology of peace and pluralism, co-existence and gender justice.

    Madame President,... But xenophobia, particularly in the form of Islamophobia, is growing in several European countries and partly feeds upon the flagrant violation of the human rights of religious minorities in several Muslim-majority countries. Petrodollar Islam has injected the poison of Islam-supremacism in Muslim societies worldwide.  Even exemplary moderate countries like Indonesia, Malaysia are now infected with this virus. But the worst case scenario is evolving in the only Muslim nuclear power, Pakistan. Jihadi vigilantes including members of security forces are hunting down and killing all those who oppose their version of Islam.     But in fact the above referenced Quranic verses and Ahadith deal with the war-related rulings and situations related to self-defence. However this self-defence cannot be claimed at individual level or by a group of individuals. The idea of self-defence is applicable to the situation, when it turns to be too destructive to be controlled and when there is no option left except for fighting in defence. As obviously the fight for defence is the right of every country, so it is not wrong to say that the Muslim governments are allowed to defend their land, property, life etc. But it is completely wrong to derive the meaning from these verses and Ahadith in justification for fighting against those non-Muslims who have agreed to live peacefully in minority or majority....
