Ten Years of Gujarat Carnage 2002

By Asghar Ali Engineer

March 1-15, 2012

It was most unfortunate day of 27th February 2002 when a compartment S6 got or was burnt down near Godhra station in which about 59 people who were coming back from Ayodhya died. It is yet not clear what exactly happened and how these people died. Many maintain that they died of suffocation and some allege that they were burnt to death by the fire which broke out due to petrol which was thrown on the floor of the S6 compartment by the conspirators at the instance of ISI of Pakistan. A Supreme Court judge Mr. Justice Banerjee who was appointed by the then Railway Minister Mr. Lalu Prasad to inquire into the whole incident and he maintained that the fire broke out either because of short circuit or burst of a stow or gas cylinder which probably some karsevak was carrying. However, whole thing remains mystery till today and Sessions Court also discharged the chief conspirator Hussain Umarji as the learned Sessions Judge did not find any proof against him. However, he found 31 guilty and 63 were discharged. Less than 24 hours before this unfortunate incident Gujarat began burning and hundreds were massacred on 28th February in Ahmedabad itself. The main incidents of Gulbarg Society in which 63 people were killed and Narodapatia in which 100 persons died took place on the very first day. Riots broke out simultaneously in many cities and towns of North and Central Gujarat. However, South Gujarat remained relatively calm.

That this was not a spontaneous outburst, there seems to be strong ground. It is also alleged by quite senior police officers like R.B.Srikumar (Chief of Intelligence) and Sanjeev Bhatt what at the time was deputy of Srikumar maintain that Mr. Narendra Modi convened a meeting of senior police and other government officers on the evening of 27th February and instructed them not to interfere if the Hindus express their emotions against Muslims.

Of course this is being denied by Modi and the SIT Chief Mr. Raghavan, appointed by the Supreme Court to inquire into the complaint filed by the widow of the slain M.P. Mr. Jafari in Gulbarg Society also says there is no proof or record of any such meeting convened by the Chief Minister Modi. But, whole thing is disputed and there are claims and counter-claims and circumstantial evidence to show that such a meeting cannot be ruled out.

Whatever the case the violence went on and on and the police either kept away or actively helped the mob in killing and looting and maiming people. The violence went on for nearly three months of which it was most intense during the first week. All major incidents took place during this week. Chief Minister cannot wash his hands off in any case as he totally failed to control the situation. Even the Supreme Court was forced to observe that Nero was fiddling when Rome was burning.

And as far as evidence collected by independent agencies and People’s Tribunal which included two retired Supreme Court judges Krishna Iyer and P.B.Sawant and a retired high court judge Justice Suresh Hospet also seriously indicted Narendra Modi and his administration for what happened in Gujarat. Also, Tehelka did a sting operation in which it talked to various actors of the Gujarat violence and they boasted that Narendra Modi had assured them that nothing will happen to them and he organized their hiding in various places including Mt. Abu for six months. The whole thing was produced in one of the Tehelka issue on the eve of 2007 elections of Gujarat Assembly.

Even then BJP Prime Minister Shri Atal Bihari Vajpayee advised Narendra Modi to remember his rajyadharma which itself is an indirect indictment of Modi’s failure to control the situation, if not his involvement. Even Raghavan of SIT who allegedly gave Narendra Modi ‘clean chit’ had to admit Modi’s acts of omission and commission which by themselves amount to serious indictment of Modi and his administration. It is no clean chit by any stretch of imagination. Gujarat riots of 2002 are a serious blot on the secular character of

India. Every riot, big or small is, that way a blot of the secular character but Gujarat particularly much more so. Nothing of the kind had happened with open state complicity before. Never any chief minister had justified such unprecedented communal violence as Narendra Modi did and called it reaction to action (i.e. Gujarat violence against Muslims was reaction to action in Godhra train burning).

Here firstly Narendra Modi assumed, without any proof whatsoever, that the S6 compartment was set to fire by Muslims of Godhra (which no responsible chief minister could do before even an iota of prima facie evidence) was available and here Mr. Modi made this statement in his public statement. Secondly the Modi Government fully backed the BJP-VHP call for bandh on 28th Feb and even permitted dead bodies off karsevaks being taken out in procession which was direct provocation to commit violence. Even a police officer, let alone a chief minister, will allow such a thing especially when situation is so critical. This also shows that state did not mind violence and proves state complicity. And the fact that communal violence directly helped chief minister itself is enough evidence to show he not only looked the other way when such unprecedented violence was taking place but also allegedly facilitated it. A study of pattern of voting in Gujarat of elections of 2002 also clearly showed that wherever communal violence took place on large scale BJP won with great margins (in North and Central Gujarat) and wherever violence did not take place either BJP lost or won with very narrow margin.

It clearly shows why and by whom riots were organized. Before 2002 BJP was badly losing all elections from Zilla Panchayat to Assembly by-elections and it was feared BJP would certainly loose 2002 assembly elections. It was this unprecedented carnage that enabled BJP to win elections by polarizing the Hindu votes across the castes and forgetting all the frauds and scandals which had rocked Gujarat in previous years. Mr. Patel the chief minister during whose regime all the scandals had taken place was replaced by Narendra Modi who was known for his hard Hindutva and who could use Hindutva card to make people forget those economic scandals. Thus we see that by organizing massacre of Muslims he not only washed out BJP sins of corruption and scandals in Gujarat but also became an important Hindutva icon in India. And of course he also came to be hated by minorities and secular forces. As happens he also developed strong dictatorial tendencies and came to be feared by all including Hindutva forces. He successfully suppressed free debates on any issue in Gujarat assembly. No one dare raise voice against him. But now that he is being berated by the courts and all his sins are being exposed he is feared much less.

Here I would like to throw some brief light as to how Gujarat carnage of 2002 was different from other communal riots in independent India and what lessons do we learn from Gujarat? How can we prevent Gujarat-like massacre happening again? These are two important questions.

Gujarat carnage was much different from all other incidents of communal riots since Jabalpur riots. First of all what happened was not at all communal riot but an organized carnage, some calling it even genocide. It was not fight between two communities but well-organised attack by a section of majority community with full help from entire state machinery. Some cabinet ministers were even using police control room for this purpose. Never before such a thing has happened. We have instances of government authorities looking the other way but never of lending helping hand.

Not only state machinery played crucial role in aiding and abetting the rioters but also played important role in post-violence period sensing the mood of Narendra Modi. Relief was organized half-heartedly and tried to wind up within a month and when some people pointed out for continued relief as vast number of people were still not able to return to their homes and hearths, Modi said should I run baby producing factories? He said this since few women were pregnant at the time of massacre and gave birth to babies in relief camps.

The compensation paid to the victims was extremely meager. Some people were paid as little as Rs.500/- for their house demolished or shop completely looted and those who refused to accept were threatened with arrest on fake charges. They were made to write that it is in full and final payment for damages suffered. Even such payments were not made and recently the Gujarat High Court lambasted Modi Government for non-payment of compensation to some religious places damaged during the riots.

Also more than 300 riot cases were closed saying no evidence available and it was only Supreme Court ordered them re-opened. And it was in Gujarat that certain cases like the Best Bakery case was tried outside Gujarat (in Mumbai) as judicial machinery was also communalized. Most of the prosecutors appointed by the state belonged to or were activists of, VHP. The witnesses had no protection and they refused to give evidence.

It was only in Gujarat that the Supreme Court had to appoint Special Investigation Team (SIT) to make inquiry into certain cases like Gulbarg Society case in which 63 persons including a former M.P. were killed. Never before such a thing had happened in any other riot including Mumbai riots of 1992-93

It is a decade since 2002 genocide and yet hundreds of refugees are there in refugee camps and are unable to go back to their homes in various villages. Even today they are prevented from returning to their homes imposing stringent and humiliating conditions. In most of the riots it does not take more than few months for refugees to return. Thus the Sadbhavna mission was a great joke just to rehabilitate the image of Narendra Modi at state cost.

What lesson do we learn from Gujarat genocide of 2002? The fascist force’s in India find it easy to misuse religion for bringing fascism which BJP almost succeeded in Gujarat in bringing and referring to it as Hindutva laboratory. It is highly necessary to fight Hindutva in India through strengthening secularism and secular forces. In Gujarat though communal forces have weakened to some extent but it is yet miniscule achievement. A great deal of concerted efforts needs to be made to take on this challenge. In Gujarat even Congress is nothing more than soft Hindutva and Congress High Command is also unable to do anything.

Secularism in all BJP ruled states has been weakened as in M.P. all Hindu rituals like Surya Namaskar are being introduced in government schools. Only communal riots should not alarm us but deeper communalization of state machinery should engage our attention. A concerted educational campaign for secular awareness needs to be built up warning people of danger of Hindutva and Hindutva fascism. Our educational system needs to be thoroughly secularized. Spread of fascism in the form of communalism is far more dangerous than communal violence

  • Dear Mr. Raihan Nezami. Sir, I appreciate your concern of not wasting time in replying to nonsenses. I too do not believe in wasting time. But I have a reason for why I reply. And my reason should have remained ‘trade secret’ but since I think the idea has already served its purpose for me to great extent, I feel I can divulge it here so that even when my adversaries like RSS walas get to know what I was upto, I hope my own people, of course I count you in my own people, will also pick up the trick that worked for me all these days. ………………………………………………………………………………………………………………………………………………………………… This platform is for Muslims like you and me, and trust me I am a well meaning Muslim and if only you trust me then can I hope that you will take my words. This website is visited by many kinds of individuals including Jansanghis. It is read by Muslims too and that of all hues and representing almost entire spectrum. When I write here, I communicate with Muslims more than I communicate with Jansanghis. If I had to just tongue-wrestle with Jansanghis, I had the option of going on to their sites. But I am actually communicating with you and other well meaning Muslims. The ploy to use Jansanghi is to use the brand name of Jansangh which catches the attention of Muslims of the subcontinent, especially Indians, the most. ………………………………………………………………………………………………………………………………………………………………. You must have noticed that I do not write much technical thing about Islam but mention it only intermittently so that whatever is there in Islam just get reminded to us, because we all know all these things and perhaps there is no use of repeating the same thing again and again amongst ourselves except that that way we remind it to each other. That job is also a good job. And I am sure you must already be having lot of knowledge about Islam. And there are lot many people who do have lot of knowledge of Islam. But the thing is we do not read all that much that is written about Islam but get attracted to what attracts us most. And you know what I mean. I mean we get attracted to Jansanghi bashing, Israel bashing, America bashing and waste our reading time on reading mostly those write-ups where there is lot of such bashing things. ……………………………………………………………………………………………………………………………………………………………… I wish we did not do that but really give our attention and precious time to read what Muslim writers from around the world report us with. We need to read a real lot to arrive at the real picture of the happenings in the Islamic world in particular and in general, all over the world. We cannot afford to be content with reading just one stream of thoughts as that would be like getting information about elephant from a blind man in that famous story who touched one leg of the animal and thought it seemed a tree, the other touched the tail and thought it is a rope etc etc… I am sure you must be familiar with this story as it is quite common in our subcontinent. …………………………………………………………………………………………………………………………………………………………………. But while writing I have a limitation. My limitation is that I write long but I make up that deficiency with telling such tales and inserting such things that hold attention of readers. And in between I insert the real message. It is like you know that homeopathic medicine which is all sugar balls but for two drops of the meaningful liquid in it. Let me write it in my style so that Jansanghis read it and waste their time. The real two drops are for those who like to read all crap material and the Jansangh bashing that I do and thereby they miss on the opportunity to read the real good stuff that they should have read elsewhere. These two drops, I have seen it working so I believe it works. Samajhdaar ke liye ishaara hi kaafi ho jaata hai. ……………………………………………………………………………………………………………………………………………………………… The point is whatever should be communicated be communicated in the way people take it. It needs strategy. People like to hear against Jansangh, then mouth it. The same strategy Narendra Modi has done but against secular forces. Because as Muslims we know the way he has damaged the delicate relation between Hindus and Muslims in India that too from sitting at such a powerful position, there is no love going to be lost between us and him. And let us understand this clearly, it is him and him alone. And yes of course RSS and all their criminal nexus too was there along with him. But you know, the political power is a great instrument to mobilize the latent energy of any organization. The political patronage given to such organizations is his biggest crime. He may not have personally killed anyone but he provided patronage to killers. We must not do whatever he did because then there will be no difference between him and us and also Islam doesn’t permit us to correct the wrong by doing what is wrong. But we must prepare ourselves so that such forces could be counterbalanced. We must not just identify their strength but we must strengthen ourselves. …………………………………………………………………………………………………………………………………………………………………. Narendra Modi is a strategist. And an organizer too. He was the man who conceived and then organized the Advani Rath Yatra in ‘89 and he was then almost unknown figure (except in his BJP and RSS circle) for rest of India who were overawed by the brand name of Advani and eye-catching stories of Ram Mandir and Rath Yatra and Laloo arresting Advani etc etc. Meanwhile Modi was doing his job silently behind the limelight and he did a really good job of organizing the drama and pulling all attention of everyone towards Advani and BJP. Immediately BJP got registered into the minds of everyone as a major force; even to general masses who were mostly sleepy and knew that it was only a routine exercise of either voting for Congress or voting for anyone other than Congress in every election. But all this drama opened up an option for many as an alternative to Congress. The strategist was Modi and the organizer was Modi. Advani was just the Lead Actor/ Star. Of course Advani was there as an old and senior player and he too must have done great job when Narendra Modi was only a young kid, but the real impetus BJP received when Narendra Modi became the lead strategist. Do you not sense the increased intensity of communalism from the old days? There used to be riots earlier which itself was bad but now there is snuffing out of even a voice that has courage to speak against state sponsored injustice. …………………………………………………………………………………………………………………………………………………………………. We must not do such things. We are not to be criminals like Modi but we must be wise enough to understand the importance of strategic working and importance of organizing things. We have to counter balance the communal forces and communal forces can be countered by not communal forces but secular forces. We have to do it for our survival and of course our survival depends on what Almighty has planned for us, we have to pray Almighty that the communal forces fail in their intentions but as Almighty has said, He will help those who will help themselves and Almighty has also said, He has promised to listen to whoever prays to Him. …………………………………………………………………………………………………………………………………………………………………. There are many other great characteristics of Modi that we hear and time will tell how much true these are, but if we have to counterbalance him, then we should have similar or better characteristics. Since this writeup is to not make a hero of him, I am not going into details but would advise you to read the profile of this man from the sources which praises him and you will find that most of the praise is because of sycophants which are just rubbish and of no use but in one in thousands of writings you will stumble upon his real strengths and these strengths you will find as something worth emulating. Yes of course we should never underestimate our enemy and we should learn even from our enemy. The RSS walas are organized to a great extent but to be honest they have borrowed heavily from the organizing ability of Islam which of course they may deny or may surprise many by even admitting it flamboyantly. Muslims, majority of them are sleepy and those who are awake and having right mind and right thought aren’t that well organized. They are like islands surrounded by vast sleepy majority. Some Muslims who are not sleepy but then they are neither right thinking and are not just of no help to us but rather part of the problem as they fan communalism of our enemies. …………………………………………………………………………………………………………………………………………………………………. My request to you sir are few things that I am listing below. …………………………………………………………………………………………………………………………………………………………………. 1. Please trust me that whatever I am saying I really mean good for Muslims in particular and for the world in general, except of course not for my enemies whom I have clearly spelled out. …………………………………………………………………………………………………………………………………………………………………. 2.The enmity is ideological and it has to be fought on an ideological plane and not in riot kind of retaliation or cowardly bomb blast or haraam acts of suicide bombing. In this fight please pray for me and if you too feel connected to me then pray for both of us and also for all those who are together in our struggle for our rights by rightful means. …………………………………………………………………………………………………………………………………………………………………. 3. Please help by not discouraging because you may not find conventional methods and strategies employed or because of very protracted time taken as the enormity of this fight and imbalance of power in conventional sense is there beside that the fight is also an unending one. And even after that much, realistically speaking, the problem is going to stay albeit within tolerance level and cannot be eliminated fully as in any spectrum the extremes are to be there forever. That is the characteristic of spectrum. Or to make it more graphically let me say that any line drawn on a piece of paper has got to have two extreme ends and a middle in between. So the extreme is not going to vanish but it can be contained in way where one end doesn’t take the shape of a huge dot with a tail kind of middle and the other end just hangs to it. The balance can be restored when the middle and the other end too is bloated to match the huge dot at the other end. …………………………………………………………………………………………………………………………………………………………………. 4. If you would like to participate any further then enhance your personal capability to make more of impact. Enhance your ability to articulate in more coherent and interesting way than you already have. Inspire everyone around with your abilities and win goodwill of everyone around you with your good acts. I must say those acts as Islamic acts; Generosity, kindness, fairness etc etc. And don’t forget to communicate the reason for being good, for being powerful and prosperous and for having great many personal capabilities and then the reason for the method chosen and finally the method. …………………………………………………………………………………………………………………………………………………………………. 5. Lastly, let people communicate more and more. This is information age, the rules of stone age and iron age and bronze age and other ages will not match the requirement of present times. For starters they will learn communication skill and understand its importance. And there should be no fear of getting them contracted with wrong kind of influence because again we believe in Almighty’s saying that He will continue to protect faith amongst us till He wishes. People like me cannot stop inhaling air for the fear of inhaling dust along with it. Dust has to be taken care of by some means, and believe me writing back takes up my time and energy but not more than that much as it takes me to inhale and exhale. If I do not write, I won’t be able to communicate with you. And I know you are important to me as all those who are participating over here. You remember, I have told you, even Satwa’s presence is of strategic importance, but unfortunately we have just him representing RSS to hand out very poor quality of challenge because of his limited ability. We cannot afford to stop speaking because someone irks us. Rather we can only speak and do no more given the way things are. We may disagree with each other amongst us on finer points but broadly, be it New Age Islam or be it Peace TV, all are efforts to do more and more of speaking and writing and reaching out to the world and communicating what we believe is correct. RSS know this, and all other such forces within India and another set of forces outside India, in international arena, have resources to carry on what is known as media warfare; propaganda warfare; and they have identified the strategic importance and lethal potential of it. Every drop of ink that you use as a scholar will be value for us in neutralizing the lies that are being spread about us and our smallest and exceptional kind of mistakes are exaggerated to scare away people whom we should have been approaching as our duty to invite them towards goodness. To join us or not is their prerogative but we have to do our work the way it should result in developing respect and mutual understanding between us but here we have some organized group who are hell bent on demonizing us. And then they silence us. Shall we choose silence then? Well we can choose even silence as Narendra Modi did but we will continue to strengthen ourselves very much like him or perhaps more than him. He is full time dedicated activist. Can say ‘silent activist’. And in fact there are hundreds and thousands and lakhs of them like him but the good thing is that they are no more than that. Remember Hindus are not our enemy, Narendra Modi kinds are. Not all Hindus are like Narendra Modi if they are also not like Sanjiv Bhatt, or a whole lot of them who are fighting for Gujrat injustice on Muslim’s behalf. Similarly not all people of different faith are our enemies. As you rightly reminded, Lakum Deenakum, rather they are the silent majority very much like sleepy Muslims, but then they have some very much like Modi. We just need a lakh of similarly dedicated individuals who could read more and more, earn more and more, learn more and more, and then write back more and more or speak eloquently and coherently. If someone could think more and more of innovative things then perhaps that is the maximum we can expect. But the basic is one with right senses should commit to do some basic and right communication.

  • @sadaf You can have your wishfull think for dream. Remember atleast the founder of the indian constitution had learned lesson that unity is power. They could stitch a big country with all its differences. All the gcc countries inspite of same religion and language could not stitch one country and all are surviving as vassals of the english. Whoever dared have the faith of sadam and gadafi has kept all of them in line with the west. India need not be a sultanate to be country of ashoka or ambedkar or certainly it has nothing to learn from the muslim experience of politics, which is written with the blood of kith and kins. I donot consider gcc as mine probably indian muslim have that obsession till they meet the reality of treatment in gcc oil world.

  • We should not waste our precious time and wisdom upon the impossible task of convincing and teaching blocked-minded people who were not even brought to the sensible, not to talk of righteous, path by our prophets(AS). Our prophet Hazrat Muhammad (pbuh) too got tired in convincing such stub-born negative- minded people, that is why the Ayat "Lakum deenokum wa leya deen" was revealed to pacify the prophet (pbuh) who was very much worried of them. The ultimate knowledge is that - it is Allah and only Allah the Merciful who is capable of guiding someone to the righteous path and diverting from the destructive one. We believe upon that Allah guides those whom He wills, so we should pray for such poor creatures to be blessed by Allah Kareem in place of replying their non-sense querries.

  • I really want Indian Sultanate which should be sovereign, socialist, secular, democratic and republic. I wish the Indian Sultanate to be super power. And then even your GCC will rally behind the leadership of Indian Sultanate as it did was when India was 'Sone ki Chidia'. The Sultan would be an Indian citizen of honour and would be not identified as a Hindu or Muslim or Christian or Jain or Buddhist or Bahai or Sikh or Atheist or Dalit or Tribal and would be referred as only President of India. The constitution of Indian Sultanate would be as envisioned by Ashok and Akbar and Ambedkar and the Indian Sultanate would be officially known as Republic of India. If it all sounds similar to what we have at present then I will not mind to retain what we have. Why do I need to re-invent the wheel again and again? Common-sense Satwa.
